Open a new image 300X300, transparent and 16 mil color.
Now set your shape tool to circle stroked size 2 and antialias checked.
Now make a set of circles I started right in the center at 150X150 and made the first one 100 pixels wide then the next one 150 pixels wide then 200 wide then the last one 250 wide. (Note: this is done easiest if you have your ruler's activated. Or you can look in the bottom left hand corner.) Just go straight out to one side from the center.
Now set your line tool to single line, stroked size 2 and antialias checked.
Then using the line tool make a line from corner to corner then from top center to bottom center then from side to side in the center.
Now go to image + effects + kaleidoscope and set it to-2, -2, 360, -35, 15, 0, and 1. Or play around with it until you have something you like, sense no 2 webs are alike this is one left to your liking.
Now add a new layer and drag it under the 1st layer then add a background to it, then add all your touches and merge all flatten then save and your done.
